In a medium bowl, combine the extra lean ground chicken, chopped green onion, grated ginger, minced garlic, 1 tablespoon soy sauce, 1/2 tablespoon sesame oil, 1/2 tablespoon oyster sauce, 1/2 teaspoon brown Splenda, 1/2 teaspoon salt, and 1 teaspoon white pepper. Mix thoroughly until all ingredients are well combined.

Heat a large non-stick pan over medium-high heat. Spray the pan generously with cooking spray.

Place about 1 tablespoon of the chicken filling mixture onto the hot pan, leaving ample space between each portion. Do not flatten the mixture too much.

Lightly wet the edges of a wonton wrapper with water. Carefully place the wet wonton wrapper on top of each portion of filling, pressing down gently to seal it to the filling.

Pour 1/4 cup of chicken broth into the pan. Immediately cover the pan with a lid to create a steaming environment.

Steam the dumplings for 10-12 minutes, or until the chicken mixture is cooked through and the wonton wrappers are tender. The internal temperature of the chicken should reach 165°F (74°C).

While the dumplings are cooking, prepare the dipping sauce: In a small bowl, combine 3 tablespoons of soy sauce, 1/2 teaspoon of sesame oil, and a pinch of chili flakes or gochugaru. Mix well.

Once cooked, remove the dumplings from the pan. Garnish with additional chopped green onions, if desired. Serve immediately with the sesame oil soy sauce for dipping.
