In a small bowl, whisk together the soy sauce, honey, brown sugar, rice vinegar, cornstarch, water, and sesame oil until well combined and the cornstarch is dissolved. Set aside.

Heat 1 tablespoon of olive oil in a large skillet over medium-high heat.

Add the broccoli florets to the hot skillet and cook for 4 to 5 minutes, stirring occasionally, until they are crisp-tender. Remove the cooked broccoli from the skillet and set aside.
Add the remaining 1 tablespoon of olive oil to the skillet. Season the thinly sliced flank steak with salt and black pepper to taste.

Add the seasoned beef to the skillet and cook for 2 to 3 minutes per side, or until it is nicely browned. Do not overcrowd the pan; cook in batches if necessary.

Add the minced garlic and grated ginger to the skillet with the beef. Cook for an additional 30 seconds, stirring constantly, until fragrant.

Return the cooked broccoli to the skillet with the beef. Pour the prepared sticky garlic sauce over everything.

Toss all the ingredients together to coat them evenly with the sauce. Continue to cook for 2 to 3 minutes, stirring, until the sauce thickens and beautifully coats the beef and broccoli.
