In a covered container, combine 2 tablespoons of cornstarch and 2 tablespoons of cold water. Shake well to combine until smooth. Set aside in a cool location.

In a medium bowl, combine the beef broth, soy sauce, packed brown sugar, 1 tablespoon of honey, minced garlic, ground ginger, and toasted sesame oil. Stir well and set aside. You can add an additional tablespoon of honey later if a sweeter sauce is desired.

Heat 1 tablespoon of peanut oil (or vegetable/olive oil) in a large skillet or wok over medium heat. Add the broccoli florets and toss to coat. Cook for 4 to 5 minutes, until slightly softened but still crisp. Remove the broccoli from the skillet and set aside.

Add the ground beef to the same skillet. Season with salt and white pepper to taste. Cook over medium-high heat, breaking it up with a spoon, until browned and cooked through. Add the diced yellow onion and continue to cook until the onion is softened, about 3-5 minutes. Drain any excess grease from the skillet.

Add the sliced red bell pepper to the skillet with the beef and onion. Cook for 1 minute, stirring occasionally.

Pour the prepared sauce mixture into the skillet with the beef and vegetables. Bring to a boil, then reduce heat and let it simmer for 2 to 3 minutes to allow the flavors to meld.

Re-shake the cornstarch mixture to ensure it's well combined. Slowly stir the cornstarch mixture into the simmering sauce. Continue to bubble gently, stirring constantly, until the sauce thickens to your desired consistency.

Reduce the heat to low. Return the cooked broccoli to the skillet and stir to combine with the sauce and heat through. Taste and adjust seasoning if necessary, adding more honey if a sweeter sauce is preferred.

Serve immediately over 3 cups of cooked rice. Garnish with optional toppings such as green onions, chopped peanuts, or sesame seeds.
