Place a large metal pot on a burner. Add the water, salt, black pepper, and vegetable oil to the pot. Bring the mixture to a rolling boil over high heat.

Once the water is boiling, add the medium-grain white rice to the pot. Stir once to combine. Reduce the heat to low, cover the pot tightly, and cook for 18-20 minutes, or until all the water has been absorbed and the rice is tender.

Once the rice is cooked, transfer it from the pot onto a clean cutting board or a large, flat surface. Add the finely diced ham and furikake to the hot rice.

Using your hands (ensure they are clean and slightly moistened to prevent sticking), thoroughly mix and mash the ingredients together. Work the rice and add-ins until they are evenly distributed and the mixture is cohesive enough to form balls.

Take small portions of the mixed rice (about 1/4 cup each) and firmly press and roll them into compact, spherical balls. Repeat until all the rice mixture has been used.

Arrange the finished rice balls neatly on a serving plate. Serve immediately and enjoy your Shuriken School Dirty Rice Balls!
