Place a large pot or deep pan on the stove over medium heat. Add the butter and allow it to melt completely.

Add the garlic powder (or minced garlic) to the melted butter and stir for about 30 seconds until fragrant.

Pour in the chicken broth, milk, and heavy cream. Stir to combine all liquids with the butter and garlic.

Add the ditalini pasta, black pepper, and salt to the pan. Stir gently to ensure the pasta is submerged in the liquid.

Increase the heat to bring the mixture to a boil. Once boiling, reduce the heat to a simmer, cover the pan, and cook for 8 to 10 minutes, or until the pasta is al dente. Stir occasionally to prevent the pasta from sticking to the bottom of the pan.

Once the pasta is cooked and most of the liquid has been absorbed, remove the pan from the heat. Add 1/2 cup of grated Parmesan cheese and stir vigorously until the cheese melts and the sauce becomes creamy.

Add the frozen peas to the pasta. Stir to combine until the peas are heated through, which should take about 1 to 2 minutes.

Serve the pasta immediately, topped with additional grated Parmesan cheese if desired.
