In a medium bowl, combine the chicken pieces with 2 tablespoons soy sauce, 1 tablespoon cornstarch, 1 teaspoon sesame oil, and 1/4 teaspoon black pepper. Toss to coat evenly. Cover and refrigerate for at least 15 minutes to marinate.

While the chicken marinates, prepare the chow mein sauce. In a small bowl, whisk together the chicken broth, 1/4 cup soy sauce, honey, oyster sauce, rice vinegar, and 1 teaspoon cornstarch until smooth. Set aside.

Cook the chow mein noodles according to package directions. If using fresh noodles, they may only need a quick blanch. Drain well and set aside. If desired, you can toss them with a tiny bit of vegetable oil to prevent sticking.

Heat 1 tablespoon of vegetable oil in a large wok or large skillet over medium-high heat. Add the marinated chicken and cook, stirring occasionally, until browned and cooked through, about 5-7 minutes. Remove the chicken from the wok and set aside.

Add the remaining 1 tablespoon of vegetable oil to the wok. Add the minced garlic and grated ginger and stir-fry for 30 seconds until fragrant.

Add the sliced yellow onion, julienned carrots, and sliced celery to the wok. Stir-fry for 3-4 minutes until the vegetables start to soften.

Add the shredded cabbage to the wok and stir-fry for another 2-3 minutes until it wilts slightly.

Return the cooked chicken to the wok with the vegetables. Add the cooked noodles. Give the prepared chow mein sauce a quick whisk again and pour it over the noodles, chicken, and vegetables.

Toss everything together until the noodles and ingredients are evenly coated with the sauce and heated through, about 2-3 minutes. Serve immediately, garnished with sliced green onions.
