In a medium bowl, combine the sliced flank steak with 2 tablespoons soy sauce, 1 tablespoon cornstarch, 1 teaspoon sesame oil, and 1/2 teaspoon black pepper. Toss to coat the beef evenly. Cover and refrigerate for at least 30 minutes to marinate.

While the beef marinates, prepare the stir-fry sauce. In a small bowl, whisk together the beef broth, 1/4 cup soy sauce, oyster sauce, brown sugar, rice vinegar, minced garlic, grated ginger, and 1 teaspoon cornstarch until smooth. Set aside.

Cook the chow mein noodles according to package directions. Drain well and set aside.

Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the marinated beef in a single layer and cook for 2-3 minutes per side, until browned and cooked through. Do not overcrowd the pan; cook in batches if necessary. Remove the beef from the skillet and set aside.

Add the remaining 1 tablespoon of vegetable oil to the same skillet. Add the broccoli florets, julienned carrots, and sliced bell pepper. Stir-fry for 3-5 minutes, until the vegetables are tender-crisp.

Return the cooked beef to the skillet with the vegetables. Add the cooked noodles. Give the stir-fry sauce a quick whisk again, then pour it over the beef, vegetables, and noodles. Toss everything together until the sauce thickens and evenly coats all ingredients, about 1-2 minutes.

Remove from heat. Garnish with sliced green onions and sesame seeds, if desired. Serve immediately.
