Preheat oven to 350°F (175°C). Grease a 9-inch (23cm) round baking pan.

In a large bowl, whisk the 3 eggs until fluffy. Add 1 cup granulated sugar and continue to whisk until the mixture is light and fluffy.

Incorporate 1/2 cup milk, 1/2 cup oil, and 1 teaspoon vanilla extract into the egg mixture and mix well.

Sift in 1 1/2 cups all-purpose flour, 2 teaspoons baking powder, and a pinch of salt into the wet ingredients. Fold the mixture gently until just combined, being careful not to overmix.

Pour the batter into the prepared baking pan. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

While the cake is baking, prepare the syrup. In a saucepan, combine 1/2 cup granulated sugar and 1/2 cup water. Bring to a boil over medium heat.

Reduce the heat and simmer the syrup for 5 minutes. Remove from heat, then add 1/4 cup rose water and a pinch of saffron threads. Let the syrup cool completely.

Once the cake has cooled completely (this may take 30-45 minutes), use a toothpick or skewer to poke holes all over the top surface. Pour the cooled syrup evenly over the cake, allowing it to soak in.

For the frosting, combine 1 cup heavy cream, 1/4 cup powdered sugar, and 1 teaspoon rose water in a bowl. Whisk until stiff peaks form.

Spread the prepared frosting over the cooled and syruped cake. Decorate with a pinch of saffron threads and fresh rose petals.
