In a medium bowl, combine the thinly sliced flank steak with 1 tablespoon of soy sauce, 1 tablespoon of corn starch, and 1 teaspoon of baking soda. Mix thoroughly until the beef is well coated.

Let the beef marinate for 15 minutes while you prepare the sauce.

In a separate bowl, combine 1/2 cup of soy sauce, 1/2 cup of water, 1/2 cup of brown sugar, 1 tablespoon of rice vinegar, 1 tablespoon of sesame oil, 1 teaspoon of minced ginger, 4 cloves of minced garlic, and 1/2 teaspoon of red pepper flakes. Stir well to combine all ingredients.

Heat 2 tablespoons of oil in a large pan or wok over medium-high heat. Once the oil is hot, add the marinated beef in a single layer, working in batches if necessary to avoid overcrowding the pan. Cook until the beef is browned on both sides, about 2-3 minutes per side. Remove the cooked beef from the pan and set aside.

Add the prepared sauce mixture to the same pan. Bring the sauce to a simmer, stirring occasionally.

In a small bowl, whisk together 1 tablespoon of corn starch with 1 tablespoon of water to create a cornstarch slurry. Pour the slurry into the simmering sauce while continuously stirring. Continue stirring until the sauce thickens to your desired consistency, about 1-2 minutes.

Return the cooked beef to the thickened sauce in the pan. Toss the beef gently to ensure it is fully coated with the Mongolian sauce.

While the beef is simmering in the sauce, cook 4 servings of ramen noodles according to the package directions. Drain the noodles once cooked.

Place the cooked ramen noodles in individual serving bowls. Spoon the Mongolian beef generously over the top of the noodles.

Garnish the dish with freshly chopped green onion and a sprinkle of sesame seeds. Serve hot.
