In a medium bowl, combine the sliced flank steak with soy sauce, cornstarch, sesame oil, minced garlic, and grated ginger. Toss to coat evenly. Cover and marinate in the refrigerator for at least 15 minutes.

While the beef marinates, prepare the stir-fry sauce. In a small bowl, whisk together soy sauce, hoisin sauce, rice vinegar, chili garlic sauce, brown sugar, sesame oil, cornstarch, and water until smooth. Set aside.

Bring a large pot of water to a boil. Add the ramen noodles (discarding flavor packets) and cook according to package directions, usually 2-3 minutes, until just tender. Drain well and set aside.

Heat 1 tablespoon of olive oil in a large skillet or wok over medium-high heat. Add the marinated beef in a single layer and cook for 2-3 minutes per side, until browned and cooked through. Remove the beef from the skillet and set aside.

Add the remaining 1 tablespoon of olive oil to the same skillet. Add the broccoli florets and stir-fry for 3-4 minutes until bright green and slightly tender-crisp.

Add the sliced yellow onion and red bell pepper to the skillet with the broccoli. Stir-fry for another 2-3 minutes until vegetables are slightly softened.

Stir in the minced garlic and grated ginger. Cook for 1 minute until fragrant.

Return the cooked beef to the skillet. Add the drained ramen noodles. Give the prepared stir-fry sauce a quick whisk and pour it over the beef and noodles. Toss everything together until well combined and the sauce has thickened slightly, about 1-2 minutes.
