Thinly slice the flank steak against the grain. In a medium bowl, combine the sliced beef with 1/2 teaspoon salt, 1/2 teaspoon black pepper, 1 tablespoon soy sauce, and 1 egg white. Mix these ingredients thoroughly until the beef is well coated.

Prepare the cornstarch slurry by mixing 1 tablespoon cornstarch with 1 tablespoon water. Stir the cornstarch slurry continuously into the simmering sauce until it thickens to your preferred consistency.

Add the crispy fried beef back into the wok with the prepared chili sauce. Toss gently until all the beef pieces are thoroughly coated in the sauce.

Serve the Crispy Chili Beef immediately while hot, typically over a bed of steamed rice. Garnish with chopped green onions and a sprinkle of sesame seeds before serving.
