Preheat your oven to 350°F and grease a 9x13-inch baking dish.

In a large bowl, sift together the 3 cups of 1-minute oats, 2 1/2 cups of all-purpose flour, 1 teaspoon of baking soda, and 1 1/2 teaspoons of salt. Set aside.

In a separate large bowl, beat the 1 cup of room temperature butter and 2 cups of packed brown sugar together until the mixture is light and airy.

Mix in the 2 eggs and 2 teaspoons of vanilla extract into the creamed butter and sugar mixture until well combined.

Gradually add the dry ingredients (oat, flour, baking soda, salt mixture) to the wet ingredients, mixing until just combined. Be careful not to overmix.

In a medium saucepan, combine the 14 ounce can of sweetened condensed milk, 1 1/2 cups of semi-sweet chocolate chips, 2 tablespoons of butter, and 1/2 teaspoon of salt. Cook this mixture over low heat, stirring often, for 5-7 minutes until it becomes smooth and all the chocolate chips are melted.

Remove the fudge mixture from the heat and stir in the 1/2 cup of chopped walnuts and 1 1/2 teaspoons of vanilla extract.

Press about 2/3 of the oat mixture evenly into the prepared 9x13-inch baking pan to form the crust.

Spread the prepared fudge mixture evenly over the oat crust in the pan.

Scatter the remaining 1/3 of the oat mixture in clumps over the fudge layer.

Bake in the preheated oven for 35-40 minutes, or until the top is golden brown and the edges are set.

Allow the bars to cool completely in the pan on a wire rack before slicing and serving. This can take 2-3 hours for the fudge to fully set.
