Heat a large pan or skillet over medium heat. Add the minced garlic and sauté for 1 minute until fragrant.

Add the ground beef to the pan with the garlic. Break it apart with a spoon and cook until it is golden brown and fully cooked through, about 5-7 minutes.

Season the cooked ground beef with salt and black pepper to taste. Stir well to combine.

Remove the cooked and seasoned ground beef from the pan and set it aside in a bowl.

In the same pan (no need to clean it), add the diced onions. Sauté for 2 minutes until they begin to soften.

Return the previously cooked ground beef to the pan with the curry and onions. Stir to combine.

Sprinkle the garlic powder over the mixture and stir.

Pour the milk into the pan. Stir well to create a creamy, hearty sauce.

Finally, add the ketchup to the curry mixture. Stir until thoroughly combined.

Serve the hot Japanese ground beef curry over freshly cooked rice.
