In a small pot, combine 1 tablespoon of water, 1 tablespoon of soy sauce, and 1 teaspoon of granulated sugar. Stir briefly to mix the ingredients.

Place the pot over medium heat and bring the liquid mixture to a gentle simmer. Watch carefully to prevent scorching.

Once simmering, add the 15 grams of bonito flakes (katsuobushi) to the pot.

Stir constantly with a spoon or spatula to ensure the bonito flakes are thoroughly coated with the simmering liquid. Break up any clumps as you stir.

Continue cooking and stirring until the liquid has almost completely evaporated and the bonito flakes appear well coated and seasoned. The flakes should be moist but not swimming in liquid. If the flakes seem dry and not fully coated, you may double the soy sauce and sugar and continue cooking until absorbed.

Remove the pot from the heat. Transfer the prepared okaka (seasoned bonito flakes) into a serving bowl or an airtight container for storage.

Serve the okaka sprinkled over steamed rice for a sweet and savory bowl, or use it as a topping for salads.
