Rinse the pork spare ribs thoroughly under cold running water. Drain well and pat dry with paper towels.

In a large mixing bowl, combine the rinsed pork spare ribs with the minced ginger, minced garlic, rinsed and chopped fermented black beans, light soy sauce, Shaoxing wine, oyster sauce, granulated sugar, white pepper, cornstarch, and vegetable oil.

Mix all the ingredients thoroughly with the pork ribs until every piece is well coated. Cover the bowl and marinate the ribs in the refrigerator for 30 minutes.

Transfer the marinated ribs to a shallow, heat-proof dish, spreading them out evenly in a single layer if possible. Arrange the sliced red chili on top of the ribs.

Fill a wok or a large pot with about 2-3 inches of water and bring it to a rolling boil. Place a steaming rack inside the wok. Carefully place the dish with the ribs onto the steaming rack. Cover the wok tightly and steam over high heat for 15-20 minutes, or until the ribs are tender.

Once steamed, carefully remove the dish from the wok. Garnish the cooked spare ribs generously with chopped scallions. Serve immediately, spooning the delicious sauce over steamed rice.
