In a large bowl, combine the ground chicken, 3 finely chopped green onions, 4 minced garlic cloves, 1 tablespoon mirin, 2 tablespoons soy sauce, and 1/2 teaspoon black pepper. Mix all ingredients thoroughly until well combined.

Form the meat mixture into small, bite-sized meatballs, approximately 1 inch in diameter. You should get about 24 meatballs.

Heat 1 tablespoon of vegetable oil in a large non-stick pan over medium heat. Once hot, place the formed meatballs into the pan, ensuring not to overcrowd it. Cook for 1 minute, or until the bottoms are lightly browned.

Carefully place one wonton wrapper over each meatball in the pan. Gently pinch the edges of the wonton wrapper around all sides of each meatball to enclose it, creating a "blanket" dumpling. It's okay if the wrapper doesn't completely seal at the top.

Pour 1/2 cup of water into the pan, around the dumplings, not directly on top. Immediately cover the pan with a lid.

Steam the dumplings for 5 to 6 minutes, or until the wonton wrappers are translucent and the chicken is cooked through. Once steaming is complete, remove the lid.

Serve the cooked blanket dumplings immediately. Drizzle generously with soy sauce and chili oil according to taste. Garnish with extra chopped green onions before serving.
