Prepare the filling: In a large skillet over medium heat, brown the ground beef, breaking it apart with a spoon. Drain any excess fat. Add the diced onion and minced garlic, cooking until softened, about 5 minutes.

Carefully fold each of the four dough segments over the filling, twisting them gently as you bring them towards the center to create a spiral or rose-like shape. Ensure the seasoned side of the dough faces outwards. Pinch the seams together at the top to seal the bun.

Transfer the formed buns to the prepared baking sheet. Repeat with the remaining dough and filling. Sprinkle any remaining everything bagel seasoning over the tops of the buns, if desired.

Bake for 18-22 minutes, or until the buns are golden brown and the filling is heated through.

While the buns are baking, prepare the optional dipping sauce: In a small bowl, combine the softened cream cheese, sour cream, chopped chives, garlic powder, and salt. Mix until smooth and well combined.
