In a large bowl, combine the ground turkey, shredded napa cabbage, grated fresh ginger, minced garlic, soy sauce, sesame oil, rice vinegar, and white pepper. Mix thoroughly until all ingredients are well incorporated.

Prepare four individual oven-safe ramekins (about 4-inch diameter). Place a small spoonful of the turkey filling mixture at the bottom of each ramekin.
