In a small bowl, combine the softened cream cheese with the finely chopped chives and freshly ground black pepper. Mix until well combined.

Gently slice each mini croissant in half horizontally. You should have 8 croissant halves.

Spread a generous layer of the chive cream cheese mixture on the bottom half of each croissant.
