In a large skillet, brown the ground beef over medium-high heat. Once browned, drain any excess grease from the skillet.

Add the chopped onion and minced garlic to the skillet with the ground beef. Cook until the onion is tender, about 5 minutes.

Season the meat and onion mixture with seasoned salt and black pepper to taste.

Pour in the can of tomato sauce and the can of crushed tomatoes. Add the water and sugar to the sauce. Stir all ingredients together well and bring the mixture to a simmer.

Reduce the heat to low, cover the skillet, and let the meat sauce simmer for 15 minutes.

While the meat sauce is simmering, cook the elbow macaroni according to the package directions until al dente. Drain the cooked pasta thoroughly.

In a separate bowl, combine the softened cream cheese, sour cream, and milk. Mix these ingredients until they are well combined and the mixture is smooth and creamy.

Preheat your oven to 350°F (175°C). Lightly grease a 9x13 inch baking dish.

Spread half of the cooked elbow macaroni evenly across the bottom of the prepared baking dish.

Carefully spoon the entire creamy mixture over this first layer of pasta and spread it out evenly to cover.

Sprinkle 1 cup of the shredded cheddar cheese over the creamy layer.

Top with the remaining half of the cooked elbow macaroni.

Pour the prepared meat sauce evenly over the top layer of pasta.

Finally, sprinkle the remaining 1 cup of shredded cheddar cheese over the meat sauce.

Bake the casserole in the preheated oven at 350°F (175°C) for 25-30 minutes, or until it is hot and bubbly throughout. For an extra golden and bubbly cheese topping, you may optionally broil the casserole for a few minutes at the end, watching closely to prevent burning.
