Prepare the shrimp by peeling, deveining, and chopping them into small, bite-sized pieces. Finely chop the green onions.

In a medium bowl, combine the chopped raw shrimp and chopped green onions. Mix them together thoroughly.

Fill a shallow dish or bowl with water. Take one sheet of rice paper and dip it into the water, ensuring it is fully submerged for only a moment until just softened. Do not over-soak.

Immediately after dipping, place the softened rice paper onto a clean, flat surface. Place a small amount (about 1 1/2 tablespoons) of the shrimp and green onion mixture near one edge of the rice paper. Fold the two sides of the rice paper inward over the filling. Then, tightly roll the rice paper from the filled edge to the opposite edge to form a compact roll. Repeat with the remaining rice paper sheets and filling.

Arrange the prepared rice rolls in a steamer basket. Line the steamer basket with parchment paper to prevent sticking. Place the steamer basket over a pot of simmering water. Ensure the water does not touch the bottom of the steamer basket.

Steam the rolls on medium heat for 8 minutes, or until the shrimp is cooked through and opaque.

While the rolls are steaming, prepare the dipping sauce. In a small bowl, combine the soy sauce, oyster sauce, sesame oil, granulated sugar, and water. Stir well until the sugar is dissolved and all ingredients are thoroughly combined.

Once steamed, carefully remove the rice rolls from the steamer. Serve them immediately with the prepared dipping sauce. Add a little chili oil to the sauce or on the side for extra flavor, if desired.
