In a medium bowl, whisk together the soy sauce, honey, rice vinegar, sesame oil, minced garlic, grated ginger, and black pepper until well combined. This is your marinade.

Place the flank steak in a shallow dish or a large resealable plastic bag. Pour the marinade over the steak, ensuring it's fully coated. Cover the dish or seal the bag and refrigerate for at least 1 hour, or up to 4 hours, to allow the flavors to penetrate the meat. For best results, marinate for 2-3 hours.

Preheat your oven to 400°F (200°C). Remove the steak from the marinade, allowing any excess marinade to drip off. Discard the remaining marinade.

Heat the vegetable oil in a large oven-safe skillet (preferably cast iron) over medium-high heat until shimmering. Carefully place the marinated flank steak in the hot skillet and sear for 2-3 minutes per side until a nice brown crust forms.

Transfer the skillet with the steak to the preheated oven. Roast for 8-12 minutes for medium-rare (internal temperature of 130-135°F), or longer for desired doneness. Use a meat thermometer to check for accuracy.

Once cooked to your liking, remove the skillet from the oven. Transfer the steak to a cutting board and tent loosely with foil. Let it rest for 5-10 minutes before slicing. Resting allows the juices to redistribute, resulting in a more tender and flavorful steak.

Slice the steak against the grain into thin strips. Garnish with toasted sesame seeds and sliced green onions, if desired, and serve immediately.
