Preheat your oven to 375°F. Lightly grease a 9x13 inch baking dish.

Bring a large pot of salted water to a boil. Add the pasta and cook according to package directions until al dente (about 1-2 minutes less than fully cooked). Drain well and set aside.

While the pasta cooks, heat olive oil in a large skillet or Dutch oven over medium heat. Add the diced yellow onion and red bell pepper and cook until softened, about 5-7 minutes.

Add the minced garlic, chipotle in adobo sauce, dried oregano, and smoked paprika to the skillet. Cook for 1 minute more until fragrant.

Stir in the shredded smoked brisket, crushed tomatoes, beef broth, salt, pepper, and optional sugar. Bring the mixture to a simmer, then reduce heat to low, cover, and let it cook for 10-15 minutes, allowing the flavors to meld. Stir occasionally.

Remove the ragu from the heat. Add the cooked pasta to the skillet with the brisket ragu and toss to combine, ensuring the pasta is evenly coated.

Transfer the pasta and ragu mixture to the prepared baking dish. Sprinkle evenly with the shredded mozzarella cheese and grated Parmesan cheese.

Bake for 15-20 minutes, or until the cheese is melted and bubbly and the ragu is heated through. For a golden-brown top, you can broil for the last 1-2 minutes, watching carefully to prevent burning.

Remove from the oven and let rest for 5 minutes before serving. Garnish with fresh chopped parsley.
