Preheat your oven to 375°F. Cook the pasta according to package directions until al dente. Drain well and set aside.

In a large saucepan or Dutch oven, melt the butter over medium heat. Whisk in the all-purpose flour and cook for 1 minute, stirring constantly, until a smooth paste (roux) forms.

Gradually whisk in the milk until smooth. Bring the mixture to a gentle simmer, stirring frequently, until the sauce thickens slightly.

Reduce heat to low. Add the softened cream cheese, Dijon mustard, garlic powder, onion powder, black pepper, and salt. Whisk until the cream cheese is fully melted and the sauce is smooth and creamy.

Stir in 1 cup of the shredded Swiss cheese and 1/4 cup of the grated Parmesan cheese until melted and well combined into the sauce.

Add the cooked pasta and pastrami strips to the cheese sauce. Stir gently to coat all the pasta and pastrami evenly.

Transfer the pasta mixture to a 9x13 inch baking dish, spreading it evenly.

Sprinkle the remaining 1/2 cup shredded Swiss cheese and 1/4 cup grated Parmesan cheese evenly over the top of the pasta bake.

Bake for 25 to 30 minutes, or until the sauce is bubbly around the edges and the cheese on top is golden brown.

Remove the baking dish from the oven and let it stand for 5 minutes before serving. Garnish with fresh parsley, if desired.
