Cut the flank steak into 2-3 inch pieces. Season generously with salt and black pepper on all sides.

Heat 1 tablespoon of vegetable oil in a pressure cooker over medium-high heat. Brown the seasoned flank steak pieces on all sides, working in batches if necessary to avoid overcrowding the pot. This should take about 5-7 minutes.

Add enough water to the pressure cooker to just cover the browned meat, along with the bay leaves. Secure the lid and pressure cook for 35 minutes.

Once the pressure cooking cycle is complete, allow the pressure to release naturally for 10 minutes, then quick release any remaining pressure. Carefully remove the steak from the pressure cooker and let it cool slightly on a cutting board. Reserve 1 1/2 cups of the cooking broth from the pressure cooker.

Once the steak is cool enough to handle, use two forks to shred it into thin strands. Set aside.

In a large pan or Dutch oven, heat a little vegetable oil over medium heat. Add the sliced onion, red bell pepper, and minced garlic. Sauté until the vegetables are softened, about 5-7 minutes.

Stir in the tomato sauce, vino seco, 1 teaspoon salt, 1 teaspoon cumin, 1 teaspoon oregano, and the packet of sazĂłn. Mix well to combine all the ingredients.

Add the shredded beef and the reserved 1 1/2 cups of cooking broth to the pan. Bring the mixture to a simmer, then reduce the heat to low, cover, and let it simmer for 20 minutes, allowing all the flavors to meld together.

Taste and adjust seasoning if necessary. Serve the Ropa Vieja hot over fluffy white rice and enjoy!
