Place the rice in a bowl and pour the hot water over it. Let the rice soak for a minimum of two hours. This step helps soften the rice for blending.

In a medium pot, combine the pineapple peel, cinnamon stick, and enough water to cover them. Bring the mixture to a boil over medium-high heat, then reduce the heat to low and simmer until the water turns a yellowish-golden color, about 15-20 minutes. Remove from heat and let cool slightly.

Carefully transfer the soaked rice (along with its soaking water) and the boiled pineapple peel (along with its cooking water and cinnamon stick) into a blender. Blend on maximum power until the mixture is very smooth and well pureed. Ensure there are no large chunks remaining.

Pour the blended mixture through a fine-mesh strainer or a clean kitchen cloth into a large bowl. Press down on the solids to extract as much liquid as possible. Discard the strained solids and pulp.

Add the granulated sugar to the strained liquid. Stir well until the sugar is completely dissolved. Taste and adjust the amount of sugar to your personal preference.

Fill a large pitcher with plenty of ice. Pour the sweetened pineapple and rice liquid into the pitcher. Add the entire can of evaporated milk. Stir thoroughly to ensure all ingredients are well combined and chilled.
