Pour 90 g of mung bean starch into a bowl.

Add 1000 ml of water to the bowl with the mung bean starch.

Mince the 3 cloves of garlic.

Place the minced garlic into a small heatproof bowl. To the bowl, add 2 tablespoons Sichuan chili flakes, 1 tablespoon Sichuan peppercorn powder, 1 teaspoon sesame seeds, 1/2 teaspoon salt, and 1/4 teaspoon MSG.

Heat 1/2 cup of neutral oil in a small pot until it is very hot, showing slight smoke.
