Divide the ground beef into 8 equal portions. Take one portion and gently form it into a thin, flat patty, about 4 inches in diameter. Repeat with a second portion. Place one slice of Kraft Natural Cheese on top of the first beef patty, then layer one slice of Tillamook cheese on top of the Kraft cheese. Carefully place the second beef patty on top of the cheese slices. Pinch and seal the edges of the two beef patties together firmly to fully encase the cheese, forming a single stuffed "Juicy Lucy" patty. Repeat this process for the remaining beef and cheese to make 4 patties.

Season both sides of each stuffed beef patty generously with salt, black pepper, garlic powder, and onion powder.

Heat a large cast iron skillet or heavy-bottomed pan over medium-high heat. Once hot, place the seasoned patties into the pan. Sear the patties for 4-6 minutes per side, or until a deep brown crust forms and the patties reach your desired doneness. The cheese inside should be visibly melted and juicy. For medium doneness, an internal temperature of 145°F is recommended. Remove patties from the pan and set aside.

While the patties are cooking, prepare your serving plates. Place 3/4 cup of cooked white rice into a small bowl, then invert the bowl onto a serving plate to create a neatly shaped dome of rice. Repeat for all 4 servings.

In a separate non-stick pan (or using the same skillet after removing the patties and wiping out excess grease, if desired), add 1 tablespoon of vegetable oil or butter and heat over medium heat. Crack one egg into the hot pan. Fry the egg until the egg whites are set and the yolk remains runny, typically 2-3 minutes. Cook to your preferred doneness. Repeat for the remaining 3 eggs.

To assemble each Loco Moco, place one cooked Juicy Lucy patty on top of the dome of white rice. Pour a generous 1/2 cup of warm brown gravy over the patty and rice, allowing it to coat everything. Carefully place one fried egg on top of the gravy-covered patty.

Garnish each dish with freshly chopped green onions before serving immediately.
