In a large bowl, combine the all purpose flour, salt, sugar, and yeast. Mix these dry ingredients together thoroughly.

Add the warm milk and melted butter to the dry ingredients.

Mix all ingredients until a cohesive dough forms. It might be shaggy at first.

Transfer the dough to a lightly floured surface and knead for 10 minutes until it is smooth and elastic.

Place the dough back into the bowl, cover it with a clean cloth or plastic wrap, and let it proof in a warm place for 1 hour, or until it has doubled in size.

While the dough is proofing, prepare the garlic butter filling. Crush the garlic cloves.

Melt the butter in a small saucepan or microwave.

Finely chop a desired amount of fresh parsley.

In a small bowl, combine the crushed garlic, melted butter, and chopped parsley. Mix well to combine.

Once the dough has finished its first proof, gently punch it down to release the air.

On a lightly floured surface, roll out the dough into a large rectangular shape, approximately 30x40 cm (12x16 inches).

Evenly spread the prepared garlic butter mixture over the entire surface of the rolled-out dough, leaving a small border on one long edge.

Generously sprinkle mozzarella cheese over the garlic butter layer.

Tightly roll the dough from one long end to the other, forming a log.

Using a sharp knife or unflavored dental floss, cut the dough log into individual rolls of desired thickness, about 2.5-3 cm (1 inch) thick.

Arrange the cut rolls in a baking dish, leaving a little space between them.

Cover the baking dish with a clean cloth or plastic wrap and let the rolls proof for another 30 minutes in a warm place.

Preheat your oven to 180°C (350°F).
Bake the rolls in the preheated oven at 180°C for 25 minutes, or until golden brown and cooked through.

Remove the baked rolls from the oven and serve warm.
