In a large bowl, combine the warm milk, sugar, and yeast. Let this mixture sit for 5 to 10 minutes until it becomes foamy, indicating the yeast is active.

Add the egg, egg yolk, and melted butter to the foamy yeast mixture and mix well until combined.

Stir in the salt and gradually add the flour, mixing until a soft dough forms.

Transfer the dough to a lightly floured surface and knead for 8 to 10 minutes until it is smooth and elastic.

Place the kneaded dough in a lightly greased bowl, cover it with plastic wrap or a clean kitchen towel, and let it rise in a warm place for 1 to 1 1/2 hours, or until it has doubled in size.

While the dough is rising, prepare the filling. In a medium bowl, combine the softened unsalted butter, finely crushed golden oreo crumbs, packed brown sugar, vanilla, and cinnamon. Mix until all ingredients are well combined and the mixture is spreadable.

Once the dough has completed its first rise, punch it down gently. On a lightly floured surface, roll the dough into a large rectangle.

Evenly spread the prepared filling over the entire surface of the rolled-out dough. Scatter rainbow sprinkles generously over the filling, being careful not to overstuff.

Using a pizza cutter, slice the dough rectangle into 8 equal pieces. Tightly roll up each piece individually. Alternatively, you can tightly roll the entire dough rectangle from one long side to the other, then slice it into 8 equal rolls.

Arrange the shaped rolls in a greased 9x13 inch baking pan. Cover the pan and let the rolls rise for an additional 30 to 45 minutes.

Preheat your oven to 350°F (175°C). Just before placing the rolls in the oven, pour the 1/3 cup of warm heavy cream evenly over them.

Bake the cinnamon rolls for 22 to 25 minutes, or until they are golden brown on top and cooked through.

While the rolls are baking or cooling slightly, prepare the icing. In a mixing bowl, beat the room temperature cream cheese and unsalted butter together until the mixture is smooth and creamy.

Add the powdered sugar, vanilla, and a pinch of salt to the cream cheese mixture. Beat until all ingredients are fully combined and the icing is smooth.

Once the cinnamon rolls are out of the oven and still warm, spread the prepared cream cheese icing generously over them.

For a final touch, top the iced rolls with chopped golden oreos and additional rainbow sprinkles. Serve warm and enjoy!
