Prepare the Dynamite Sauce: In a medium bowl, whisk together the mayonnaise, sweet chili sauce, Sriracha, honey, and rice vinegar until smooth. Taste and adjust Sriracha if you prefer more heat. Set aside.

Prepare the shrimp: Pat the shrimp very dry with paper towels. In a shallow dish, combine the cornstarch, all-purpose flour, garlic powder, salt, and black pepper. In another shallow dish, beat the egg.
Dredge the shrimp: Dip each shrimp first into the beaten egg, allowing excess to drip off, then dredge thoroughly in the flour mixture, ensuring it's fully coated. Place coated shrimp on a clean plate or wire rack.

Heat the oil: Pour vegetable oil into a large heavy-bottomed pot or deep skillet to a depth of about 2-3 inches. Heat the oil over medium-high heat until it reaches 350°F. If you don't have a thermometer, a small piece of breading should sizzle immediately when dropped in.

Fry the shrimp: Carefully add the shrimp to the hot oil in batches, being careful not to overcrowd the pot. Fry for 2-3 minutes per side, or until golden brown and cooked through. The shrimp should be opaque and pink.

Drain the shrimp: Using a slotted spoon or spider, remove the cooked shrimp from the oil and transfer them to a plate lined with paper towels to drain excess oil.

Toss with sauce: In a large bowl, add the fried shrimp. Pour the prepared Dynamite Sauce over the shrimp and gently toss until all the shrimp are evenly coated.

Serve and garnish: Transfer the Dynamite Shrimp to a serving platter. Garnish with sliced green onions and toasted sesame seeds. Serve immediately as an appetizer.
