Prepare all vegetables: thinly slice the cabbage, sweet peppers, and julienne or shred the carrots. Set aside.

In a large skillet or wok, brown the ground beef over medium-high heat, breaking it apart with a spoon. Cook until no pink remains, about 5-7 minutes. Drain any excess fat and set the beef aside.

Return the skillet to medium-high heat and add the butter. Once melted, add the julienned carrots and sliced sweet peppers. Stir-fry for 3 minutes until slightly softened.

Add the thinly sliced cabbage to the skillet. Continue to stir-fry for another 5-7 minutes, or until the cabbage has wilted and is tender-crisp.

Return the cooked ground beef to the skillet with the vegetables. Add the garlic powder, onion powder, chili powder, red pepper flakes, tomato paste, salt, and black pepper. Stir well to combine all ingredients and coat evenly.

Pour in the water or beef broth. Bring to a simmer and cook for 2-3 minutes, allowing the flavors to meld and the sauce to slightly thicken. Taste and adjust seasonings as needed.

Serve the spicy ground beef and cabbage stir-fry hot over freshly cooked rice.
