In a medium-sized bowl, combine the chilli oil, soy sauce, black vinegar, and granulated sugar. Whisk until the sugar is dissolved.

Add the chopped garlic, chopped spring onion, and chopped fresh cilantro to the bowl with the sauce ingredients. Stir well to thoroughly combine and set aside.

Bring a large pot of water to a rolling boil over high heat.
