Take about 1 1/2 bunches of scallions (approximately 9-12 scallions) and cut them into roughly 2 to 3 inch long pieces.

Place the cut scallions in a dry skillet or cast-iron pan over medium-high heat. Char the scallions, turning occasionally, until they have browned and blackened spots, about 7-10 minutes. Remove from heat and set aside to cool.

While the charred scallions cool, finely chop the remaining 1/2 bunch of fresh scallions.

In a large mixing bowl, add the finely chopped fresh scallions. Zest the entire lemon directly into the bowl, then squeeze in the juice from the zested lemon.

Add the mayonnaise, sour cream, softened cream cheese, salt, garlic powder, and onion powder to the bowl.

Mix all the ingredients thoroughly until well combined and a creamy base forms.

Once the charred scallions have cooled, finely chop them. Add the finely chopped charred scallions to the dip mixture in the bowl.

Mix again until the charred scallions are evenly distributed throughout the dip. Taste and adjust seasoning if necessary.

Serve immediately with potato chips, or chill for at least 30 minutes for flavors to meld.
