Break 9 ounces of chocolate into smaller pieces. Roughly chop the chocolate pieces into smaller, more uniform chunks using a knife.

Place a pan on low heat. Add 1 1/2 cups of milk, 1/2 cup of heavy cream, 1 1/2 teaspoons of sugar, and a pinch of salt to the pan. Let the mixture simmer slightly.

Gradually add the chopped chocolate, a little bit at a time, to the simmering milk mixture. Stir continuously until all the chocolate is melted and the mixture is smooth and thick. If the hot chocolate is too thick, add 1/2 cup of additional milk to thin it out to your desired consistency.

In a clear bowl, add 2 cups of heavy cream, 1 tablespoon of sugar, and 1/2 teaspoon of vanilla extract. Using an electric mixer, whip the cream mixture until stiff peaks form.

Transfer the whipped cream into a Ziploc bag and cut off one corner to create a makeshift piping bag. Pipe the whipped cream into a serving cup, creating a decorative peak.
