Add the uncooked macaroni, water, milk, salt, black pepper, and red chili flakes (or mixed herbs) to the pot. Stir everything together.

Bring the mixture to a gentle simmer, then reduce the heat to low, cover the pot, and cook for 10-15 minutes, or until the pasta is tender and most of the liquid has been absorbed. Stir occasionally to prevent sticking.

Once the pasta is cooked, remove the pot from the heat. Stir in the cream and shredded cheese until the cheese is completely melted and the sauce is creamy.
