In a medium bowl, combine the thinly sliced flank steak with 2 tablespoons of soy sauce, 1 tablespoon of cornstarch, and 1 teaspoon of sesame oil. Mix well to coat the beef. Set aside to marinate while you prepare other ingredients.

In a small bowl, whisk together all the lo mein sauce ingredients: 1/4 cup soy sauce, 2 tablespoons oyster sauce, 1 tablespoon rice vinegar, 1 tablespoon brown sugar, 1 teaspoon sesame oil, and 1/4 teaspoon white pepper. Set aside.

Cook the lo mein noodles according to package directions. Drain well and rinse with cold water to prevent sticking. You can toss them with a tiny bit of olive oil if desired.

Heat 1 tablespoon of olive oil in a large wok or skillet over medium-high heat. Add the marinated beef in a single layer and cook for 2-3 minutes per side, until browned and cooked through. Remove the beef from the wok and set aside.

Add the remaining 1 tablespoon of olive oil to the same wok. Add the minced garlic and grated ginger and stir-fry for 30 seconds until fragrant.

Add the julienned carrots and small broccoli florets to the wok. Stir-fry for 3-4 minutes until the vegetables start to soften.

Add the thinly sliced bell pepper to the wok and stir-fry for another 2 minutes.

Return the cooked beef to the wok with the vegetables. Add the cooked lo mein noodles and pour the prepared lo mein sauce over everything. Toss well to combine and ensure all ingredients are coated in the sauce.

Continue to stir-fry for 1-2 minutes, allowing the sauce to thicken slightly and the flavors to meld. Serve immediately, garnished with sliced green onions.
