Take a large piece of pork belly. Using a sharp knife, score the skin of the pork belly in a crosshatch pattern, being careful not to cut into the meat layer.

Generously rub salt all over the scored pork belly skin. Then, pour white vinegar over the skin and rub it in thoroughly.

Place the seasoned pork belly into a large pot. Add several slices of ginger and several cut pieces of green onion to the pot. Pour in enough water to completely cover the pork belly.

Bring the water to a boil over high heat, then reduce heat to medium-low and continue to cook until the pork belly is tender. This can take 60-90 minutes. The pork belly is tender when it can be easily pierced with a chopstick.

Once tender, remove the pork belly from the pot and let it cool down completely. This can take at least 60 minutes.

Place the cooled pork belly skin-side down into a hot pan over medium-high heat. Press down firmly on the pork belly with a spatula or another heavy object to ensure even contact with the pan and to crisp the skin. Cook until the skin is golden brown and crispy, about 5-8 minutes.

Flip the pork belly and continue to cook all sides until they are nicely browned, about 5-7 minutes per side.

Once cooked and browned, remove the pork belly from the pan and slice it into desired serving pieces.

In a small bowl, combine soy sauce, sesame oil, and chili flakes to create a dipping sauce.

Serve the sliced tender and crispy pork belly with the prepared dipping sauce.
