Pat dry the 2 pounds of beef stew meat with paper towels.

In a medium bowl, combine the 1/4 cup all-purpose flour, 2 teaspoons paprika, 1 teaspoon dried thyme, 1 teaspoon dried rosemary, 1 teaspoon salt, and 1 teaspoon black pepper.

Mix the seasonings and flour together thoroughly until well combined.

Add the beef stew meat to the seasoned flour mixture.

Toss the beef until it is evenly coated on all sides with the flour mixture.

Heat the 3 tablespoons of olive oil in a large skillet over medium-high heat until shimmering.

Add the coated beef to the hot skillet in a single layer, working in batches if necessary to avoid overcrowding. Sear on all sides until it is nicely browned, about 2-3 minutes per side.

Remove the seared beef from the skillet and set it aside on a plate.

To the same skillet (do not clean it), add the 1 chopped yellow onion, 3 chopped carrots, and 3 chopped celery stalks.

Sauté the vegetables over medium heat until they are softened, about 5-7 minutes.

Deglaze the pan by pouring in the 4 cups of beef broth, scraping up any browned bits from the bottom of the skillet with a wooden spoon.

Stir in the 1 tablespoon Worcestershire sauce and 2 tablespoons tomato paste into the broth and vegetable mixture.

Stir everything together well to combine all the flavors.

Transfer the seared beef and the sautéed vegetables with the broth mixture to a crockpot.

Add the 2 pounds of baby potatoes to the crockpot.

Stir all the ingredients in the crockpot to ensure they are well mixed and submerged in the liquid.

Cover the crockpot and cook on low for 6-8 hours, or on high for 3-4 hours, until the beef is tender.

Once the stew is cooked and the beef is tender, add the 1 cup heavy cream to the crockpot.

Stir until the heavy cream is well combined and the stew is creamy and rich.

Garnish with fresh parsley before serving.
