Coat the fish pieces evenly with cornstarch. Set aside.
Heat 1 tablespoon of vegetable oil in a large pan over medium-high heat. Add the fish pieces and cook until golden brown on both sides, about 3-4 minutes per side. Remove from the pan and set aside.
In the same pan, add the remaining tablespoon of vegetable oil. Add the minced garlic and sliced chili peppers, and stir-fry for 1 minute.
Add the bell pepper and onion to the pan, and stir-fry for another 3 minutes until they are tender.
Return the fish to the pan. Add the fish sauce, gluten-free soy sauce, and sugar. Stir well to combine all ingredients.
Add the fresh basil leaves and toss everything together until the basil is wilted. Remove from heat and serve immediately.
