Ingredients
- 1 pound rigatoni pasta
- 2 tablespoons olive oil
- 1/2 cup shallots, finely chopped, or 1/2 cup finely chopped yellow onion
- 4 cloves garlic, minced, divided
- 7 ounces tomato paste
- 1/2 cup chicken or vegetable broth
- 1 1/4 cups heavy cream
- 1 teaspoon crushed red chili pepper flakes, plus more for garnish, as needed
- 4 tablespoons butter
- 1 cup Parmesan cheese, freshly grated, plus more for serving
- 1/4 cup fresh basil, chopped, plus more for garnish
- 1 tablespoon salt, plus more to taste
- 1 cup pasta water, reserved

Bring a large pot of water to a rolling boil. Add 1 tablespoon of salt to the water. Add the rigatoni pasta and cook according to package directions until al dente. Before draining, reserve 1 to 1 1/2 cups of the starchy pasta water.
