In a medium bowl, combine the soy sauce, dark soy sauce, oyster sauce, granulated sugar, white pepper, and water. Whisk well until the sugar is completely dissolved and all ingredients are thoroughly combined. Set aside.

Heat 1 tablespoon of vegetable oil in a large wok or a large, heavy-bottomed skillet over high heat until shimmering. Add the thinly sliced beef and stir-fry for 2-3 minutes, or until cooked through and lightly browned. Remove the beef from the wok and set aside.

Add the remaining 1 tablespoon of vegetable oil to the wok. Add the minced garlic and stir-fry for about 30 seconds until fragrant. Crack the 2 eggs directly into the wok and scramble them, breaking them up with your spatula, until just set. Mix the scrambled eggs with the cooked beef in the wok.

Add the separated wide rice noodles and the chopped Chinese broccoli to the wok. Pour the prepared sauce mixture evenly over all the ingredients.

Stir-fry vigorously for 2-3 minutes, tossing constantly, until all ingredients are well combined, the noodles are heated through and coated with the sauce, and the Chinese broccoli is tender-crisp.

Transfer the Pad See Ew to serving plates and serve immediately.
