Slice the flank steak thinly against the grain. In a medium bowl, combine the sliced beef with 1 tablespoon of soy sauce, 1 tablespoon of cornstarch, 1 tablespoon of oil, and a pinch of black pepper. Mix thoroughly to coat the beef. Let it marinate at room temperature for at least 15 minutes while you prepare other ingredients.

Cut the head of broccoli into bite-sized florets. Bring a pot of water to a boil. Add the broccoli florets and cook for 1 minute until bright green and slightly tender-crisp. Immediately remove the blanched broccoli from the boiling water and set aside.

In a separate small bowl, whisk together the water, 2 tablespoons of soy sauce, oyster sauce, brown sugar, 1 teaspoon of cornstarch, and white pepper until well combined and the sugar is dissolved. Set aside.

Heat 1 tablespoon of oil in a large wok or a large skillet over high heat until shimmering. Add the marinated beef in a single layer (you may need to do this in batches to avoid overcrowding). Stir-fry until the beef is browned and cooked through, about 2-3 minutes. Remove the cooked beef from the wok and set it aside.

If needed, add another 1 tablespoon of oil to the wok. Add the minced garlic and ginger, and sauté for about 30 seconds to 1 minute until fragrant.

Add the blanched broccoli to the wok with the aromatics. Stir-fry for 1-2 minutes to heat through.

Return the cooked beef to the wok with the broccoli. Give the prepared sauce a quick whisk again, then pour it over the ingredients in the wok. Continue to stir-fry for 1-2 minutes until the sauce thickens and evenly coats all the beef and broccoli.
