In a medium bowl, combine the soy sauce, dark soy sauce, oyster sauce, granulated sugar, and water. Whisk well until the sugar is completely dissolved and all ingredients are thoroughly combined. Set aside.

Bring a large pot of salted water to a rolling boil. Add the noodles and cook according to package instructions until al dente. Drain the noodles thoroughly in a colander.

While the noodles are cooking, heat the vegetable oil in a large skillet or wok over medium heat. Add the chopped garlic and sauté for 2-3 minutes, stirring frequently, until fragrant and lightly golden. Be careful not to burn the garlic.

Add the drained cooked noodles to the skillet with the sautéed garlic. Pour the prepared sauce mixture over the noodles, then add the chili oil.

Using tongs or two spatulas, toss all the ingredients together in the pan until the noodles are evenly coated with the sauce and chili oil. Continue to cook for 1-2 minutes, allowing the sauce to slightly thicken and coat the noodles.

Transfer the chili oil garlic noodles to serving dishes. Garnish generously with toasted sesame seeds and thinly sliced scallions before serving hot.
