Preheat your oven to 400°F. Lightly grease a 9x13 inch baking dish.

Pat the fish fillets dry with paper towels. Season both sides with 1/2 teaspoon salt and 1/4 teaspoon black pepper. Arrange the seasoned fish in a single layer in the prepared baking dish.

In a medium saucepan, melt the butter over medium heat. Whisk in the all-purpose flour and cook for 1 minute, stirring constantly, to create a roux.

Gradually whisk in the milk until smooth. Bring the mixture to a gentle simmer, stirring constantly, until it thickens slightly, about 3-5 minutes.

Reduce the heat to low. Stir in the cream cheese until fully melted and smooth. Add 1 cup of the shredded mozzarella cheese, the Parmesan cheese, garlic powder, onion powder, red pepper flakes, 1/4 teaspoon salt, and 1/8 teaspoon black pepper. Stir until the cheeses are melted and the sauce is smooth and creamy.

Pour the creamy cheese sauce evenly over the fish fillets in the baking dish. Sprinkle the remaining 1/2 cup of shredded mozzarella cheese over the top.

Bake for 15-20 minutes, or until the fish is cooked through and flakes easily with a fork, and the cheese is bubbly and golden brown. If desired, broil for the last 1-2 minutes to achieve extra browning on the cheese, watching carefully to prevent burning.

Remove from the oven and let rest for 5 minutes before serving. Garnish with fresh chopped parsley.
