Preheat the oven to 350°F. Line an 8-inch square pan with parchment paper, leaving an overhang on the sides to easily lift the brownies out later.

In a saucepan, melt the butter over medium heat. Once melted, add the milk, granulated sugar, and vanilla extract. Stir until the sugar is mostly dissolved.

Stir in the chocolate chips and the 1/2 teaspoon of salt. Continue stirring constantly until the chocolate chips are completely melted and the mixture is smooth and glossy.

Remove the saucepan from the heat. Add the all-purpose flour and cocoa powder to the chocolate mixture. Stir until all ingredients are well combined and no dry streaks of flour or cocoa powder remain. Be careful not to overmix.

Pour the brownie batter into the prepared 8-inch square pan, spreading it evenly with a spatula.

Bake for 30 minutes, or until a toothpick inserted into the center comes out with moist crumbs, but not wet batter.

Once out of the oven, immediately sprinkle the top of the brownies with flaky sea salt, if desired.

Allow the brownies to cool completely in the pan before lifting them out using the parchment paper overhang and cutting into squares. This can take at least 1 hour to ensure fudgy, clean cuts.
