Bring a small pot of aggressively salted water to a boil. Add the linguine (or pasta of choice) and cook according to package directions until al dente. Reserve about 1/2 cup of pasta water before draining.

While the pasta cooks, heat 1/2 tablespoon of olive oil and 1 tablespoon of butter in a small pan over medium heat. Add the finely diced shallot and sauté until translucent, about 2-3 minutes.

Add the minced garlic, capers (if using), and red pepper flakes to the pan. Cook for 30 seconds until fragrant.

Pour in the heavy cream, add the zest of 1/2 lemon, and season with salt to your liking. Stir in the finely grated Parmesan cheese and chopped parsley. Add the caper brine.

Add the cooked and drained pasta directly to the pan with the sauce. Squeeze in the juice of 1/4 lemon. Add a splash of the reserved pasta water as needed to achieve your desired sauce consistency, tossing until the pasta is well coated.
