In a large bowl, combine the pork mince, finely chopped cabbage, finely chopped chives, grated ginger, grated garlic, soy sauce, sesame oil, salt, white pepper, sugar, chicken powder, and egg.

Mix all the filling ingredients thoroughly until the mixture becomes sticky and well combined.

Take one round dumpling wrapper. Place a spoonful of the prepared filling in the center of the wrapper.

Wet the edges of the dumpling wrapper with water using your finger. Fold the wrapper in half over the filling and pinch the edges tightly to seal it, creating a half-moon shape. Repeat this process for all the potstickers until the filling is used up.

Heat a large non-stick pan with a little oil over medium heat. Place the potstickers in the pan, seam side up, ensuring they are not overcrowded. Cook until the bottoms are golden brown, about 3-5 minutes.

While the potstickers are browning, prepare the skirt liquid. In a small bowl, mix 1 tablespoon of flour with 1 cup of water until well combined and no lumps remain.

Pour the flour and water mixture evenly over the potstickers in the pan. Immediately cover the pan with a lid and let it steam for 5-7 minutes, or until the potstickers are cooked through.

Remove the lid and continue to cook the potstickers over medium heat until all the water has evaporated and the 'skirt' (the crispy residue from the flour mixture) is golden and crispy. This may take an additional 3-5 minutes.

Carefully slide or flip the potstickers onto a serving plate, revealing the crispy skirt on top. Serve immediately with your favorite dipping sauce.
