In a medium bowl, combine the chicken pieces with 1 tablespoon soy sauce, 1 tablespoon Shaoxing wine, 1 tablespoon cornstarch, and 1 teaspoon sesame oil. Mix well to coat the chicken evenly. Cover and refrigerate for at least 30 minutes to marinate.

While the chicken is marinating, prepare the Kung Pao sauce. In a small bowl, whisk together 2 tablespoons soy sauce, 2 tablespoons black vinegar, 1 tablespoon Shaoxing wine, 1 tablespoon granulated sugar, 1 teaspoon cornstarch, and 2 tablespoons chicken broth until smooth. Set aside.

Heat 2 tablespoons of peanut oil in a large wok or skillet over high heat until shimmering. Add the marinated chicken in a single layer and cook for 3-4 minutes, flipping once, until browned and cooked through. Remove the chicken from the wok and set aside.

Add the remaining 1 tablespoon of peanut oil to the wok. Reduce heat to medium-high. Add the Sichuan peppercorns and dried red chilies. Stir-fry for 30 seconds until fragrant and the chilies are slightly darkened (be careful not to burn them).

Add the minced garlic, minced ginger, and sliced green onions (white and light green parts) to the wok. Stir-fry for 1 minute until aromatic.

Return the cooked chicken to the wok. Give the prepared Kung Pao sauce a quick whisk to re-combine, then pour it over the chicken and vegetables. Stir quickly to coat everything, allowing the sauce to thicken.

Stir in the dry roasted peanuts. Cook for another 1-2 minutes until the sauce has fully thickened and coats the chicken and peanuts.

Remove from heat and serve immediately with steamed white rice.
