Prepare a 9x13 inch baking pan by greasing it lightly with butter or non-stick cooking spray, or lining it with parchment paper for easy removal.

In a large pot, melt the butter over low heat. Ensure the heat is not too high to prevent the butter from browning.

Add the mini marshmallows to the melted butter. Stir continuously with a spatula until the marshmallows are completely melted and form a smooth, sticky, and bubbly white liquid. Remove the pot from the heat once fully melted.

Pour the Cinnamon Toast Crunch cereal into the melted marshmallow mixture. Stir gently but quickly until the cereal is thoroughly coated in the marshmallow mixture.

Transfer the cereal mixture to the prepared baking pan. Using a buttered spatula or wax paper, gently press the mixture evenly into the pan. Do not press too firmly, as this can make the treats hard.

While the treats are still warm and sticky, scatter the candy googly eyes and mini chocolate chips over the top. Gently press them into the mixture so they adhere.

Allow the treats to cool completely at room temperature for at least 1 hour, or refrigerate for 30 minutes to speed up setting. Once set, cut into squares or desired shapes and serve.
